Intrusive full page ads for apps in google play store !

@Katorican  It's not AT&T. As mentioned, it's an adware that was tagging along with something that you downloaded.

Did you ever download or purchase an app from the Google Store?

Why would you think the carrier has anything to do with that? That most likely means something in your browser. Try clearing your browser history, cookies and cache.

The reason I think its the carrier is because this always happens when Im not using the browser !  I could be in my contacts or texting someone and wham here comes an ad that takes over everything and it always for something different in play store !  

That's called adware. It's from something you downloaded. Usually games, but it can be anything you downloaded  will cause pop up adware on the phone.  Music Downloaders are notorious. 

Delete any games or other sketchy applications.
