Hello! Just a little bit confused.

Hello! I changed my plan today. I've chosen that 45$ plan and after paying I received a message confirming that 45$ was charged to my account. However, my current balance is still 0$. Is that because I have to pay 45$ to activate the plan and more 45$  to recharge my cellphone, so 90$ total? Or something wrong happened?

Sorry, but went by the word 'cellphone' which seems everything was directed to it.
