Cannot use Paypal as a payment method
When I tried to pay $10 for Hotspot Data Add-On by Paypal, which was used as a payment method before, now Paypal was rejected as a payment method. So I had to input my credit card info. Why?

To make PayPal payments in other channels, customers must add their PayPal account to their AT&T PREPAID account using myAT&T. We advised you to do so using Google Chrome or Internet Explorer/Edge
To get started, the customer should click on the Profile and Settings button in myAT&T. Then select Payment Options. There they'll find the option to add PayPal as a recurring payment method.

Under Payment Options, my paypal account is one of my Saved Payment Methods along with my credit cards I used. In fact I made a payment by Paypal before. But now if I select Paypal and try to pay by Paypal, Paypal payment is rejected. Why?

Well, PayPal may have had a technical issue that prevented your payment from going through. This can sometimes occur with online payments and is usually resolved quickly. The issue may have been temporary, and you may be able to use PayPal as a payment method again in the future.
