Bad Cell Service after 9PM EST

For the Past 3 nights starting on the 9th of Jan, after 9pm the service tanks. Download and upload speeds are very inconsistent along with pings jumping from 28 to 500 in seconds. Again this only has been happening after 9PM EST in area code 207(03903). In the morning, everything is fine up until 9pm. Nothing indicating that you're doing work etc as in a msg. The last time I complained about this, 3 days later I get a msg talking about abruption in the service & that you're currently working on the lines. This is getting frustrating to say the least especially when paying +$65/month.
