AT&T refusing to unlock my iPhone 4S

So, on eBay I got a iPhone 4s for cheap but it's locked to AT&T. I wanna use it on T Mobile as they still got 2G but at&t doesn't even have 2g or 3g. I sent a unlock request already and they refused to unlock it. What should I do?

They can’t unlock it.  Apple has to unlock it and Apple doesn’t support that old model anymore.

You didn't get it cheap enough for the value received.  It's not even a good small tablet.  You can't install software on it.

T-Mobile delayed the shutdown of its 2G network in February, and will notify customers when they're going to start sun setting. However that does not mean the phone will be allowed on their network.  

T-Mobile has an IMEI check. 

That should have been your first stop 

According to T-Mobile customer support the oldest iPhone you can use on their network is an iPhone 6
