I was wondering if my phone is locked by att and is paid off can I use att prepaid with a esim

As long as it is paid off and under no contract, yes you can switch your phone number and phone and use AT&T prepaid.
AT&T does block activations on prepaid for phones that are still under contract or installment on postpaid plans.
I always advise people to unlock their phones before switching to prepaid so that you don't trigger the 6-month lock on a paid off phone.

It has to be paid off, and should be unlocked. If it's not paid off, you cannot use it on prepaid that would be the attachment AT&t would be referring to
