Repair ticket-Technician in Jeopardy

My 85 year old father’s landline is constant static, can’t call out but can receive calls that can’t be heard due to static. 

Repair ticket was placed Thursday, September 8th with completion time by 8 pm, Sunday, September 11th. I received a text on Sunday man saying a tech was on the way. No other communication was received. 

Checked trouble ticket online which basically said we were unable to fulfill the appointment. Called AT&T, went through 3 different departments to be told it was an “technician in jeopardy” situation. Jeopardy could be an access issue, manhole problem or dig needed. He lives on 3 acres 20 miles from Dallas. There are no manholes!!!

Upon questioning as to next steps, was told they would get to it when they got to it. Now an 85 year hard of hearing old man cannot call 911. Yes, he does have a cell phone but we all know location services via cell is worthless. 

Suggestions?
