POTS Demarc box broken

I had an appraisal done today and the they pointed out that he demarc box was broken and had "exposed wiring".  Is it possible to get this fixed, or would I better off taping up the wires, removing the box and capping the conduit from underground?  I do not have an AT&T account and have never had one, just so you know.
