No dial tone on landline
Hello. My landline doesn't have a dial tone. It is mute. Before this happened, I could hear a lot of noise on the phone.
When I try to call my landline phone with my cell phone, I can hear the landline ringing sometimes, but not always, and it is a short ring.
Any idea about what might be going on?

Unplug the line from the wall. Wait 30 secs. and plug the line back in. Check for a dial tone.

Since you have a traditional landline the way to check this is to test from the NID with a known working corded phone and if bad at the NID report to the phone company. If you don't know how to test, google testing phone company line from the NID. See this AT&T link. Also this for troubleshoot and report
