Some service providers use RoboNoMo, which can help, but doesn't eliminate them altogether. Once your phone number is out there on the dark web and sold, there's nothing that can be done because spoofing phone numbers has become a science with the spammers.

In my opinion a third party call blockers or a phone with smart call blocker beats anything the phone companies or nomorobo offer.
