We live in NJ and that number couldn’t help. They provided me with another in my area. That number said closed till Monday. Extremely frustrating.

NJ isn't an area served by AT&T, that's why the number didn't work.

NJ is part of the Verizon area. Verizon was formed from two ATT Baby Bells ( Bell Atlantic and NYNEX) and GTE around 1999.
It is possible the area may have been sold off to a different telco such as FairPoint or Frontier or other.
But Verizon would be who I would start with.
The current ATT is (5) baby bells owned by SBC. SbC bought ATT Long Distance in 2005 and took the name for their operations. This is not the ATT that was broken up by the government in early 1980s.

We understand it can be frustrating @jdm335,
We do know the importance of having the exposed wires fixed. If they gave you another number that is most likely the best way to get this handled promptly.
Let us know how it goes when you reach out to them.
