Getting a busy signal on outgoing calls
I have an AT&T ML17939 model office phone run by an internet provider. No problems for years. Now it accepts incoming calls but gives a busy signal on outgoing calls.

Won't be the phone call your carrier. You can prove this by plugging a regular phone into the line that's failing.

So you're saying you plugged another phone into the failing line and it worked? Do you have both lines set up and using them? Do both lines fail?
