AT&T related help: Landline home phone support

Is there an email for ATT? I've been having issues for a month and have called/chatted a bunch of times. Each time I spend 1 - 2 hours being transferred around a bunch of times with each person telling me it's not something they can do and then transferring me agin. I think sending a transcript of the last chat session may help someone figure out where I can get help.

The issue is complicated.  It would be great if someone could help, but I don't think so.  My land-line long distance service has been crackly (to the point of non-function) for a month.  The tech came out and it's not my line.  They checked the substation (? not sure on the term) and it's not that.  So the issue is at the next level out in the system.  I'm not sure, no one seems to have an answer other than "we can't do anything, try ..." So, I try the new department and they tell me the same thing.  Have gone through about 6 different departments so far. I have 4 more to try based on various ideas from these other departments.  My hope is that someone with a big picture view of the whole system could look at all the information I've amassed and figure out where to go with this.

If just the long distance is noisy and not other calls than it won't be the line. Is it all LD calls or just calls to a specific person or area? What phone service do you have, traditional landline or AT&T Phone's digital service? If you have a traditional landline dial 1-700-555-4141 listen to the recording at the end it will tell you what LD service you have. When you call the AT&T toll free numbers are they noisy?

If you're having a problem and AT&T sees it but is telling you they can't or won't fix it file an FCC complaint.

OK, thanks! Complaint filed and fingers crossed that the phone becomes usable at some point. I appreciate your help.
