Not sure that's what would feed your house, but you can contact the buried wire center to see if they can give you some direction.

run your own conduit to avoid the hassle and include a pull rope, at&t doesnt run conduit they would hire a contractor to trench and lay conduit and the cost would likely be passed on to you
