Local calls and emergency plan
I am looking for a basic plan with local only calls in Georgia for a home phone (VOIP). AT&T say they only have two plans, that will costs almost $50/month or more. Any help would be appreciated.

If that's what they have than that's it Phone plans read the disclaimer the listed prices are for new customers for 12 months. You could get a wireless home phone, there's several who have them. I've used one for about 4 years with no serious issues.
