LANDLINE ACCESS TO 911 EMERGENCY SERVICES
If you no longer have active service with a landline, do you still have the ability to use 911 emergency services? That is a common feature on cellphones, but wasn't sure how it works with landlines.

No dial tone, no service. Simple as that.

right, but I haven't had a land line for about 20 years. I can't remember how the service works and I don't have a phone to test it right now.
So, if you have an inactive account, do you just get a busy signal or it is zero dial tone? I was thinking that you could still possibly use 911 if you have a busy signal.
The reason I'm asking was that I was thinking of getting an old phone to keep around as a backup for emergencies. I don't actually need an active land line, but if I can plug the phone in and still use the emergency services, that would be good option to have.
I ran a quick google search and from what I can tell, there is a patchwork of laws in various states, but there was some information saying we all pay taxes for this kind of service, so theoretically we should always have access?
Like I said, was just wondering.

You can't call any number including 911 without dial tone, period.
