New Remote will not do anything but power on/volume control

Old universal remote getting non-responsive. New one doesn't look like the one in the instructions online. Programmed it according to its brochure, all it does is turn TV on/off, change volume. Doesn't even turn on the DirecTV receiver even tho it has the Directv symbol printed on it so it is supposedly the right type of remote. Instructions say to press Menu and then blah blah blah, but pressing Menu does absolutely nothing. NO other help online. Frustrated enough to consider buying a new remote but then I'd only get another of these, likely with same problem. (Edited per community guidelines)??? Now what??? Appreciate any help, tho as I've pressed every (Edited per community guidelines) button in effort to get any response, I don't know what anyone can do...

What remote and receiver do you have 

(remote model number is in upper left corner)

In addition to providing the remote and receiver model like @Fxinxs requested, make sure that it has been paired by following these steps:

  1. Press MENU on the remote.
  2. Select Settings, then Remote Control.
  3. Select IR/RF Setup.
  4. If currently in RF mode, change to IR.
  5. Select Continue.
  6. Press the Exit button.

Once the remote is paired, try troubleshooting. You can change the remote type if you need to from the drop-down menu.

Finally getting to this. This only works on the OLD remote. As I tried to explain, the NEW remote does not obey ANY commands except power on./off on the TV, and not on the DirecTV receiver. So, thank you, but this does not address my problem of being unable to activate the new, AT&T-provided remote.

I now learn this is the wrong remote. THEN WHY IS IT THE REMOTE AT&T WEBSITE OFFERS??????

All DTV remotes are already programed to work in IR mode so maybe your receiver is in RF mode if so you need to use the front panel buttons to return the receiver to IR mode but it may not be able to work in RF mode so we need to know what is the DTV receiver model number and the remotes model number to know if they will work in RF mode.
