I upgraded to premier package and now ive lost all my local channels and more it appears to have just the basic package

That is very odd. Log into your account and verify if you are showing the Premier package or something else. If it shows correctly, try www.directv.com/refresh to refresh the service authorizations (may need a red button reset as well).
If that doesn't work, what models are you boxes? Problem on each? What happens when you go to any of those channels (symptoms, error message, etc.)?
How can we improve?
