Yes, DTV sent emails out in Oct about the annual increase. The content providers continue to raise their rates so what is there to discuss?

Yes. Happens every year in February. Same as other TV providers.

Networks charge TV providers more each year. That is why we have seen an annual price adjustment. This of course is separate from any discounts you may have completing.
