An imperfect service that doesn't protect

I had my car broken in right in front of my house. Spent $500 to fix it. AT&T Cameras didn't record any images - either picture or video. Called customer service. Someone said there was a problem with the camera and he was going to fix it. After some time he said it was fixed. We asked for some compensation. The person fixing the issue offered only $20. I asked to speak to the manager. After some time the manager lady joined the conversation. She flat out denied there was any problem with the camera. This was unbelievable. We use security services to protect us from fraudulent parties. Who protects us from fraudulent security service providers? BTW this was not the first time that the cameras mysteriously stopped recording.
