No.  You need an ATT branded phone to get Wifi calling with ATT

Do you know how to get them to unlock or turn on this feature for non At&t, if at all possible?

Wifi calling requires installing software on a phone and an IMEI range included in ATT list as their phone.  Neither you can do.

You can still buy the ATT branded version directly from Samsung. In addition to unlocked models, they also sell branded models, at least that’s what I’m seeing on their site.

Only on thing wrong with that is AT&T is charging $75 dollars more for the same phone.
