Where to post and how to add tags

I’m new and posted a question without knowing the best place to post it. Additionally, I asked a follow up below the post so it might falsely appear that I answered my own question.

Also, I noticed that I have 2 tags, neither of which address my main question. Can I add another tag and if so, how?
