Without knowing what plan you are on which may be different from the other people on your account, and what phone you have and if it's capable of using hotspot on at&t, we can't answer this.
If your phone is from a different network, the hotspot feature may be locked out and AT&T cannot access it. And some unlocked phones hotspot feature will not work on AT&T.

Hi @Spencerwilson, we understand the urgency of being able to use mobile hotspot. We'll be happy to help you with enabling this feature.
Our ACE @formerlyknownas brings up some great points, while others on your account may be able to use a mobile hotspot, your indiviual plan may be preventing you from doing the same.
We have a guide for setting up a mobile hotspot that includes a list of all compatible plans, along with hotspot troubleshooting diagnostics feature in the Fix an issue section you can use to enable your hotspot.
We'd also like to know what happens when you try enabling your mobile hotspot. Do you get an error message, or is the feature just grayed out on your device? You can check this by following the steps down below:
