SMS authentication from foreign bank / insurance not received

I live in the US, and am trying to set up an account with a german bank, and separately, a german insurance company from my home in California. Both institutions use SMS messages for authentication.  In both instances, I do not receive the SMS message with the code I need to access the account. I am on an iPhone 7, iOS 15.3 with AT&T. I have seen others on the forum raise similar questions - but I have not seen any answer.

My test messaging works just fine - I did the test recommended on another string: "You can also do a quick test to see if you are receiving any other Short Codes. An easy test is to call *3282# like you're making a call (use *777# if you have prepaid). You should receive a free text message from our short code about your data usage." I receive the free text message.
