Smart manager for my S6 Edge, how to enable?

So I noticed that smart manager isn't avaliable to use. I decided to look in settings at the all applications list and I see smart manager in there, but its disabled and I cannot enable it. From what I have heard At&t forcibly disabled it. Is there any way to enable it myself or to get At&t to enable it? At&t shouldn't choose which apps that were preloaded I can and cannot use. If i want to use a preloaded app I should be able to use it.

No Att has disabled smart manager and wont be enabling it. each carrier has changed something on the s6. download bootster and simple share are also missing.

And your buying a carrier branded device and they so choose whats on the phones. Only apple says no to adding or taking away stuff.

The app drawer says the app is there but its not the whole app.
