iphone x -call protect app says my device must be enabled with HD voice to use, but it is

I had an iphone 6+ that call protect was installed on that worked with no issues. I purchased a new iphone x, but when I try to install call protect it tells me that "my device must be enabled with at&t hd voice to use" -so I checked, and it is.  I've rebooted my phone and turned hd voice on and off -with no luck.

In order to have to the AT&T Call Protect app working, you must have an active AT&T service and your LTE service turned on. If the Enhanced LTE is disabled, the app won't work and you may have to set it up again.

 

To help activate the Call Protect feature on your iOS device after enabling LTE:

  1. Open the app.
  2. Enter your wireless number, then select Continue. If you are eligible, a text message will be sent with a PIN Number.
  3. Enter the PIN in the app.
  4. Select Verify.
  5. Review details and accept the Terms and Conditions.

I've checked and double checked and turned on and off, and on and off. I
still can't get it to work.
