hotspot and mobile hotsot

I need to clarify and determine whether we need a mobile hotspot on our phones:

When I connect to a public wifi, that's a hotspot?

A mobile hotspot is when a hotspot is not available and I use the phone to create one? And once it's created, we log into it as needed?  Otherwise, turn it off to save data? And itt has its own datta?

Yes.

Yes and anything connected to your phone hotspot is using your cellular data.

And once it's created, we log into it as needed?  Otherwise, turn it off to save data?

Yes.

And itt has its own datta?

Not sure what that means. Again, anything connected to your phone hotspot is using your phone plan’s data. How much data you have for hotspot depends on what plan you have.

ok. the plan I'm looking at has 15gb of hotspot data.  thank you for your help!
