I found this page after hours of searching, but its a third party driver, not official Alcatel or AT&T

The solution to my computer being unable to detect my phone was a Windows error caused by malware installed by hackers. The drivers did no good. I was required to wipe my drive and completely reinstall Windows manually on physical copy while disconnected from the internet, thats how serious these hackers are at infiltrating my machine. Problem solved.
