device unlock problem

I live in Korea and bought a Samsung tablet for AT&T in the US.
I have to unlock and use it, but the following message keeps appearing on the AT&T unlock device web page.
"Oops! Looks like we're having network difficulties. Try again later."
I've tried it on all browsers for a month and it doesn't work.

Please tell me a quick solution.
