Device to have my laptop/desktop connect to internet via 4G LTE and USB port

What I want is a device as shown in this video: https://detail.tmall.com/item.htm?spm=a230r.1.14.71.906565d6jyezj3&id=571981667167&ns=1&abbucket=9
It is a device that can insert into USB port of my laptop/desktop like a flash disk. After I insert a 4G SIM car into the device, the device will receive 4G signal and communicate with the laptop/desktop through the USB port so that the laptop/desktop can connect to internet. My questions are: 1) What is the formal English name for this device? 2) Does AT&T have any data plan or service that supports this device and this type of internet connection? Thank you.

PS: I'm not talking about wifi. My laptop/desktop has no capability to receive any 4G data signal. Also I'm not talking about hotspot.

1) What is the formal English name for this device? Typically called a USB cellular modem or dongle or adapter. ATT sells them too:  https://www.att.com/shop/wireless/devices/modems.deviceListLineView.xhr.html 2) Does AT&T have any data plan or service that supports this device and this type of internet connection? Yes. You can either add this device to an existing plan or get a separate data plan for it: https://buyasession.att.com/sbd/Common/ShopRatePlans.action
