I’d be happy to help with removing a purchase blocker from your line!
To remove this feature, first sign into your account at att.com/myatt and from the I Want To menu choose Manage my Plan > View my Plan and Features. You will then see your lines listed. Click Manage on the line you wish to remove the blocker from and the full list of features on that line are shown. Simply remove the Purchase Blocker and save.

I want to remove Purchase Blocker from my daughter's phone.
I've followed the previous link and there are NO instructions. I go to "My Current Features" in the "Manage My Devices" and click on "Purchase Blocker (1)" and there is no option to turn it off... The selection circle is filled in (blue) and it asks to click "Select & Review", with no option to have it removed.
Any help would be appreciated.

You have to select the line that is blocked.
If purchase blocker is on a line, you would see this....
