Can't unlock my phone even it was paid off 6 months ago

I paid off my iPhone8 plus about 6 months ago. I have been trying to unlock it during the past couple of days but failed. The AT&T online unlock system says "it seems like your device hasn't been paid off yet ...". The funny thing is, when I choose "manage this device" it says "your device has been paid off". I chatted with an AT&T online service person and told her the issue three days ago (Jun-3), she said she will created a case and once the case has been completed I'll be able to unlock my device. 2 days ago I got email sent from AT&T that said my case has been completed so yesterday I tried again to unlock it, but the issue was consistent.

 

Today I even brought my phone to an AT&T store to try, the staff in the store saw the same issue and I was told I have to contact AT&T online service to solve the issue - an endless loop???.

 

So frustrated about AT&T service!!!
