My phone forwards every call straight to voice mail if it isn't a saved contact. How do I turn this off.

We understand the importance of being able to receive phone calls, @Jj_Perry. Let's work together to get to the bottom of why your device is sending all of your callers to voicemail.
Make sure there isn't a setting enabled that's silencing your calls and causing all of them to be forwarded to voicemail. Do Not Disturb is an example of a feature that disables the phone's ringer and prevents calls from coming through. Refer to Device Support for device specific tutorials on how to manage your call settings.
Another thing that could be causing this is a mobile security application. If you use AT&T Active Armor, or a 3rd party security app, it may have a setting enabled that's preventing you from receiving calls. See how to set your call protection preferences for AT&T Active Armor.
