The only way I know of to block outgoing international calls is to call and have an agent block that from each line. Even with doing that, no guarantee international calls will be blocked especially if you make international calls with third party apps like whatsup. We see complaints here often of customers getting billed for international calls when they were supposed to be blocked.
Yes, I want know how to do it. I could not follow the Portal Support guidance as it appears to be obsolete. The portal changed but instructions are same/old.

Using your device's built-in feature to block calls: 1. Go to Device Support and select your device. 2. Go to the search box at the beginning of the page and search by typing block. 3. Select the article from the search results. If you don’t see steps to take for your phone, contact the company that made your device for more help, or try these other options.
AT&T ActiveArmor mobile security: In addition to blocking fraud and spam calls, with AT&T ActiveArmorSM mobile security, you can add numbers to your personal block list. The numbers on your personal block list will remain permanently blocked until you remove them from the list.
Other apps and services Check out other call blocking apps and services to see if they’ll work with your AT&T wireless service.

@ATTHelp I don’t think the OP is asking how to block incoming calls. I suspect they want outgoing international calls to be blocked.
