ATT customer service is the worst in the world!

I just placed a sim card order because the phone was lost, very simple thing I thought. However, the order has never been completed, I kept calling or chatting with the customer service, every time I got a different answer about the reason and was promised to get the card soon, but it never happened. After long time waiting, I was told I could go to the store to get it. I KNOW I could go to the store, but why you guys are not able to fix the problem and just finished the order???? I found a manager , the manager who seems lack of knowledge too and have no idea why the order can't be completed and placed another order. She let wrote down the order number however it is not the same as the one I got from email. I totally gave up.
