AT&T Active Armor will not install

I’ve tried for months ever since I was told Call Protect was going away, to no avail. 

After downloading it says: ““Hang tight, we’re setting up your account, this shouldn’t take long.” After about two minutes it says “Error. The system is currently unavailable. Try again later.”

I’ve been “trying again later” since July or August, all the while paying for the subscription. I just unsubscribed until this is fixed. 

As I said, it’s been months. The app has been deleted and re-downloaded many times, and the phone has be restarted multiple times as well. 

Is there a setting somewhere I need to change?
