Can you use a cell phone to hook up a security camera?

Depending on brand the security camera but I know with Arlo I was able to. My phone had to be on the same network as the home base of the security system.

No it could be any cell phone that is connected to the same WiFi as the cameras are connected to. I know with Arlo for the initial set up it had me set up through the application. The application for SimpliCam is SimpliSafe Home Security App.
