Texts delayed by hours

We have been experiencing a delay in all txt.att.net and mms.att.net domains for our employees using AT&T, the messages are sent via SMTP (MXOCCRSMTP2.noam.cemexnet.com) for this particular service AT&T.

We're not seeing it for any of the other email or text providers. Any idea this delay is occurring?
