My Mobile Share Value Plan has free unlimited international texting included. So to answer your question I would say yes a cell phone can send a text overseas. Not sure what you mean by wireless cell phone, but if you mean a cellphone that has wireless then yes to that too. I also used to use an app on my iphone called whatsapp and I have sent messages to a friend in the Netherlands using it.
