Reject Code 1121611611 for only one phone number

I am getting reject code 1121611611 for only one contact for calls and texts.  It says I must use a 10 digit number.  It is a 10 digit number!  But att or whoever drops the area code when I hit send.  ???  It is only happening to one number and it happens sporadically.  Help!

It’s a phone issue not a network issue

Also some areas require you dial a 1 as well even if local number  I have to use a 1 when texting my wife upstairs
