We understand you have said multiple devices, but can you provide the make and model of your current device you are having the issue on. Providing that will allow us to make sure we have correct troubleshooting steps to correct the messages sending slow.
Also, you stated various subscribers, check the coverage for that specific area where you may be when the messages load slow.

- The coverage is irrelevant, as the problem happens whether on wifi or cellular data.
- The problem is independent of phone and configuration. It's a matter of message delivery within AT&T. I am not an AT&T subscriber. I am the message sender.
- Some of the subscribers are on first-net, but when these mission-critical first-responder notifications are sent, you take hours to deliver them.

Transferring a file means additional processing and many additional bytes to be transferred. Even a 10 second mono MP3 recording at 64 kbps 8-bit audio is 80 kbytes, which is 500 times more bytes than an SMS message would be. There could be malware scanning going on.
Perhaps you'd be better off sending a URL to a website where they could obtain the file.

To the best of our knowledge and belief, ATThelp posts are from real, actual humans. I think they're [badly] guided by bots in terms of picking out words and suggesting proper responses.
If you never got a DM, or you never saw it if you did, that water has passed under the bridge.
I might suggest that since what you have is a commercial concern, that you try over in the business forums, to see if maybe they have a better handle on how to assist you with this issue.
