Messages/Pictures not going through to non-AT&T/iPhone users

I can't send messages/pictures to a group text that contains non-iPhone and Verizon users. It's intermittent but VERY frustrating and happens at least twice a week. I have the latest iOS version what else do I need to do!? The progress bar looks like it's moving but it fails and gives me a red "unsent" message.
