Issue with SMS
I looks like after accepting a AT&T network update a few weeks ago, my iPhone has issues sending and receiving message to/from androids and iPhones as well. I am not sure though that the AT&T network update changed anything.
I did reset my phone and have plenty of free space on my phone. Other suggestions?

Since you mentioned this is happening with both Android and iPhone users you are messaging, the first step I would suggest is resetting your network settings. This is going to be under Settings – General – Reset – Reset Network Settings. After your phone restarts, please go under Settings – Messages and ensure that Send as SMS is enabled.
If you are still experiencing issues and it is happening in multiple locations, the next suggestion would be to replace your SIM card. You can get a new SIM at any ATT store, and can even make an appointment ahead of time at this link here. If your plans change, you can also reschedule or cancel your existing appointment.
