iPhone 13 Pro can't send or receive SMS
Hello,
Since 11/15/21 I have been unable to send or receive any SMS messages on my iPhone 13 Pro. When I try, it says "Not Delivered." When I am sent an SMS, it doesn't show up at all (I had my friend who has an Android send me a text while she was next to me.) This issue happens no matter where I am (at home, work, anywhere.) Everything else on the phone works fine. My data works, and I can send and receive calls from iPhones or Androids. The issue seemed to start when I switched my plan from Unlimited Extra to Unlimited Elite. For troubleshooting, I have tried the following so far:
1. Had my SIM card changed
2. Made sure AT&T has the right IMEI on file for my device
3. Reset my network settings multiple times
4. Made sure my iOS software is up to date
5. Made sure my messaging settings are correct (turned on send as SMS, etc.)
6. Called tech support for over an hour and they cannot figure it out!
If anyone else has had this issue, what fixed it? At this point I honestly am considering changing providers, because I need to be able to send and receive text messages from more than just other iPhones. It seems as though AT&T cannot fix the issue. I have been unable to login to some of my accounts as well because two-factor authentication uses SMS.
Thank you.

Yes! The issue was resolved. I had to call tech support about four times before I got to someone who could fix it. The gentleman who fixed it said SMS messaging was not properly provisioned on my account for some reason, so he had to re-provision it. It was not something I could have solved on my own, but an error on AT&T’s part.

Thank you for the reply! Any tips on what to say when I call them?

Did you happen to change your plan recently? The issue started happening for me after I changed my plan from Unlimited Extra to Unlimited Elite. You could tell them that you can’t send any standard SMS messages and that you think your SMS messaging may not be provisioned correctly. I had to get transferred to two different tiers of tech support and it seemed like something only a higher tier tech support person could fix.

Are you sure the problem is with the phone but not your phone number?

I'm a little late in responding to @Starr081 but if it started when you changed your plans then there is a corrupted setting on your account at the backend that may take a Senior Manager or someone from the Office of the President to fix. That happened to us last October and it took a complaint to get it resolved. File a complaint with the BBB. That will go to Corporate and someone from the Office of the President will contact you. Otherwise:
1. Reset Network Settings
2. Power cycle your phone
3. Replace the SIM card with a new card

Are you sure the problem is with the phone but not your phone number? The problem with phone numbers is very common. Try to buy a SIM card from another company and see if it works. Or it's easier to use a temporary number. That was the solution to my problem. I detected this problem with SMS when I wanted to register on different Social Media platforms, and I couldn't because I couldn't get an SMS with the confirmation code. And I used a temp phone number Germany, and it worked. Since then, I have always used a temporary number because I received all the SMSs, and at the same time is safer to use a temp number.

I guess using a temporary phone number is a solution to any issue like not being able to receive SMS. At least it works for me every time I use https://anonymsms.com/temporary-phone-number/
