Hotspot is slow

A few months ago, my mom allowed us to get hotspots on our phones, (15GB monthly plan) because at the time, we didn't have internet. It worked fine and even slowed out speeds after we got the 15GB limit, which was expected. However, this month (January 6th, 2020) my mom had to pay an extra $150 (and I don't know what for) and her hotspot still works at full speed, but mine is still acting like it is being capped despite it being the new billing month, so what's up? Both her and I have the Samsung Galaxy Note 9 and it seems that I'm the only one having the issue despite her also hitting the 15GB limit.

Not enough information. What plan? Have you exceeded 22 gigs on your phone? ( after 22 gigs all data would be deprioritized. Which means subject to slow down during congestion)

No, I haven't yet exceeded the 22GB limit for data and the plan is unlimited everything.
