Dual SIM: Use eSIM Cellular Service and Deactivate SIM cellular service but Keep SIM card activated to receive calls/texts

Hello. 

I currently have two SIM cards, one SIM and one eSIM, both are activated at the moment. For cellular service, the European eSIM is selected as the only one and cellular switching is turned off. The eSIM is also selected as the primary card. I want my American SIM card phone number to remain activated, but I do want to turn cellular service off. Technically, it should not even be turned on, but is showing up in my iPhone cellular service bar and I got charged the ATT international plan even though I have only been on wifi all day. Both SIMs work well right now, but I want the American SIM to have cellular service turned off so that it can only be accessed on wifi. Thanks.

Unfortunately, what you are trying to accomplish is not possible unless you can get ATT to put a roaming block on your ATT line. I’ve seen multiple posts from others trying to accomplish the same thing and the only one I’ve seen that has had a roaming block put on the ATT line. As long as your ATT sim is active, it will roam when not on WiFi and as you have discovered, it may still roam even when you are on WiFi. Being on WiFi does not guarantee your ATT line will switch to WiFi calling unless cellular is disabled.
