can't send message with att error 38

Sometime today (10/5/2022), I lost the functionality to send text messages.  I can receive text messages, but I can't send them anymore.  An error message displays saying "can't send message with att error 38".  I use the Android native text app (Messages by Google).

I see the SMSC number in Advanced message settings but it is greyed out.  Is it supposed to be greyed out?  When I access the "secret phone menu" by entering *#*#4636#*#* on the dialer, the SMSC number is missing.  When I select Refresh, it populates but it doesn't seem to stick and I still can't send text messages.

My SIM card isn't that old (9/16/2021).  How do I fix?  Thank you!

Hi, just wanted to comment and say I'm experiencing the same thing too. I was told by a tech support rep that it has to do with the phasing-out of 3G towers that's been going on for a few years now. I lost my ability to makes calls back then, and now I can't send texts either.

I was able to live without calls, but not being able to send texts is a deal-breaker for me. Going to be switching carriers soon.

Hello @Jim_Z, we are here to help with your 3g network shutdown concerns.

Thank you for your feedback. Since 3G is phased out you will need to upgrade to an HD Voice capable device and SIM card.

Your device will have to be on this list thats tested and approved to work on AT&T network

We invite you to take a look at our selection of available AT&T phones which are compatible to our network. To ensure the best possible experience, customers are encouraged to move to a compatible device.

If you decide to upgrade your device, follow the instructions under We can help upgrade your AT&T Wireless device and Get help upgrading your AT&T PREPAID device when you visit Get Details on the 3G Network Shutdown.

Hi @ATTHelp, thanks for the reply. Unfortunately it looks like my phone isn't working anymore because it is not on the list you mentioned, even though it is technically capable of using the new towers. I have a OnePlus 7T Pro, and I suspect it's not on the list because it wasn't sold in the US.

If AT&T was willing to give me a phone for free that is as good as my 2019 flagship phone, I'd consider staying with the service. When these issues first cropped up about a year ago, I was offered a very mediocre phone as replacement.

Alternatively, I'd be happy to stay if my device was whitelisted, but I don't see that happening.

Thanks for the explanation @Jim_Z !  Looks like I'm in the same boat.  I'm pretty sure my Nokia meets the technical requirements, but I checked the list of supported devices and I don't see my phone on the list.  Sigh.
