Cannot Receive Text Messages

I just purchased the $45 package with unlimited text and talk. But I cannot receive incoming text messages unless I send one to the number first, I.e. I need to initiate the conversation. I have reset my phone, wiped the text conversations, etc. But it still is doing this. Why is this happening even though it shows I have unlimited messages and full signal strength? I can receive phone calls though, which makes this even more confusing.

The steps you have taken so far are definitely excellent options. The next thing you will want to do is make sure your phone’s system is up to date. Please click here to follow step-by-step instructions to verify if there is an update available for your device. Once there, select your phone’s model > Tutorials > System & Storage.

 

In the event your phone is already up to date, please check out the useful AT&T Troubleshoot & Resolve tool, which provides an excellent guide with additional steps. You will also have to select your device model > Service/Network > Messaging.

None of those options worked. I have friends who I've had text me to test it and I never get their messages. But I sent a message to one of them and then they responded, then suddenly I get any message they send beginning at their response to my own sent message. Extremely frustrating and annoying as I paid for something that us not working as it should.
