Cannot download images in texts while international

My wife is in Turkey and when she receives a text with a gif or image it asks her to download the image. When she clicks on the download button, no image displays. She has a Samsung s21 and we have the day pass while she's there.

Is she restricting data roaming? If she turned data roaming off, she can't download or use any data

That doesn't seem to be the issue. She has that turned on and restarted her phone. 

I sent her a gif and this is what shows.

On my phone it shows me sending it as SMS. It wasn't a reaction, it was a gif.

Anything else to try?

She's already said it's no big deal if it doesn't work.

Also she can send me images all day. Just not receive them. Other data pieces, no complaints about. Like using Google translate, maps, etc

Disable Wi-Fi calling: If Wi-Fi calling is enabled on your wife’s device, try disabling it and see if that helps. To disable Wi-Fi calling, go to Settings > Connections > Wi-Fi calling and toggle the switch off.

 

Reset network settings: Resetting the network settings on your wife’s device can help resolve issues related to network connectivity. To do this, go to Settings > General management > Reset > Reset network settings.

She's resorted to using WhatsApp. For whatever reason that works fine whereas Messages isn't. Thanks for the ideas.
