Apple Watch 4 no cellular connection

 

I can make and receive phone calls on the Apple Watch while iPhone is turned off. Reception is good (full bars). However, the Watch can’t access cellular data. On the watch in Settings > Cellular > Status, it says “No connection.”

 

I tried factory reset on the watch and removing network settings on iPhone. Also, AT&T removed and added numbersync. None of it worked...
